Veloso was linked with a move away from Portugal in the winter transfer window, with Bolton Wanderers demonstrating an interest in his services.But a switch failed to materialise after it was suggested Sporting would not settle for less than a fee of £15million.
However, the the 22-year-old's, agent Paulo Barbosa, has stated that affluent club City could be poised to make an offer for his signature in the summer.
Barbosa said in The Sun: "We have had some talks with Manchester City.
"I am still in contact with the clubs who were interested in January.
"There is an agreement with Sporting that he will leave this summer but we don't have an agreement with any other club about a transfer as yet
